Ethiopia Awards ETB 123.8 Million Contract to Upgrade National WASH Management Information System

Ethiopia - 27 October 2025,

El-Hadar Engineering PLC and eService Africa Ltd. (ESAL) have been awarded a contract worth ETB 123,826,811.38 by the Ethiopian government through the Ministry of Water and Energy (MoWE). In order to improve digital monitoring, reporting, and data-driven decision-making in the water, sanitation, and hygiene (WASH) sector, Ethiopia's WASH Management Information System (MIS) will be upgraded as part of the One WASH-Consolidated Water Supply, Sanitation, and Hygiene Account Project (One WASH-CWA).

Under the World Bank-financed credit IDA-64450, the contract was awarded on October 20, 2025, and formally published on October 27, 2025.

Overview of the Project
One of Ethiopia's premier initiatives, the One WASH-CWA Project (P167794), aims to provide everyone with access to clean water, better sanitation, and hygiene services. The initiative supports Ethiopia's Growth and Transformation Plan (GTP II) and the Sustainable Development Goals (SDG 6) by streamlining funding sources and enhancing stakeholder coordination.

A critical first step in enhancing data integration, accountability, and transparency throughout Ethiopia's regional and federal water bureaus is the digital transformation of the WASH Management Information System (MIS). Real-time tracking of sector performance indicators, infrastructure functionality, and service coverage will be made possible by the upgraded system.

The contract's scope
The contract that was awarded includes the following non-consultancy services for a comprehensive upgrade of the WASH MIS system:

  • incorporation of analytics dashboards and contemporary digital features

  • switching to cloud-based infrastructure to enhance data security and accessibility

  • creation of mobile data-gathering instruments for use in isolated locations

  • compatibility of the system with other government data systems

  • MoWE technical teams' training and capacity building to guarantee sustainability and

  • ongoing system upkeep and technical assistance for a full year.

The goal of the upgrade is to keep the WASH MIS current, easy to use, and compliant with modern data management standards.

The winning consortium
The Ethiopian technology and engineering company El-Hadar Engineering PLC, a joint venture with eService Africa Ltd (ESAL), was given the contract. The joint venture offers strong technical capability for major digital infrastructure projects by fusing local knowledge with global ICT expertise.

Under the Request for Bids (RFB) procurement method, their evaluated and signed bid price of ETB 123,826,811.38 was the most economical and responsive offer.

Due to technical non-compliance with the bid requirements, two other bidders-Akvo Foundation and Millennium Water Alliance (MWA) and Athena Infonomics LLC with DAF Tech Social ICT Solutions PLC-were rejected as non-responsive.

Purchasing and Funding
To guarantee fairness, competition, and transparency, the procurement process was carried out in accordance with World Bank regulations. As part of the larger One WASH-CWA programme, funding for the project is supplied by the International Development Association (IDA) under credit IDA-64450.

Strategic Importance
An important step in Ethiopia's shift to data-driven governance in the water and sanitation sector is the upgrade of the WASH Management Information System. The government will benefit from the improved digital system:

  • Track industry development in real time

  • Determine inefficiencies and service gaps

  • enhance resource allocation and planning and

  • Boost coordination and accountability between national and regional organisations.

Ethiopia's efforts to expedite progress towards universal WASH access by 2030 will be aided by this modernisation effort, which will also make it easier to formulate evidence-based policies.

Final Thoughts
Ethiopia's strong commitment to using digital solutions for sustainable development is demonstrated by the contract awarded to El-Hadar Engineering PLC JV with eService Africa Ltd. The Ministry of Water and Energy hopes to establish a more intelligent, transparent, and effective monitoring framework through the upgraded WASH MIS, guaranteeing that every investment in water, sanitation, and hygiene has the greatest possible impact on communities throughout the country.
