• Tenders are invited for Consultant to Conduct a Baseline Study in Order to Develop a Standardized, Interoperable, And Cost-Effective Smart Crvs Information Systems and Data Centre Design and Planning A well-functioning CRVS system aims to: Secure individuals with recognition of their legal identity and ensure rights of access to public services, social protection, and human rights; Generate essential statistical information that decision-makers depend on for policy formulation, planning and implementation, monitoring, and Permit the understanding of the prevalence, distribution, and causes of mortality, as well as identify health inequalities and priorities. Currently, the CRVS system in Ethiopia involves several actors. The Immigration and Citizenship Service (ICS) is responsible for the coordination, and standardization of procedures and practices, and technical support. Twelve regions and two city administrations (Regional Vital Events Registration Agencies (RVERAS)) are responsible for vital event registration and provide certification. In addition, there are federal registration organizations such as the Agency for Refugee and Returnee Affairs (ARRA), the Ministry of Defense (MoD), Ethiopian Shipping Lines, and Ethiopian Missions abroad. The Ministry of Health (MoH) and Regional Health Bureaus (RHBs) are responsible for community and health facility birth notifications. 2.1. Baseline application development 2.1.1. Analyze the technological readiness of the CRVS system in Ethiopia 2.1.2. Analyze telecom service and electric power coverage throughout the country 2.1.3. Analyze local technology vendor's capability 2.1.4. Re-define long-term vision for CRVS digitalization 2.1.5. Develop a business case for CRVS digitalization 2.1.6. Define the CRVS Business Architecture 2.1.7. Conduct an As-IS assessment of the CRVS landscape 2.1.8. Identify CRVS digitalization opportunities and limitations 2.1.9. Document the Target CRVS process 2.1.10. Define the CRVS Information Requirements 2.1.11. Define Target System Architecture 2.1.12. Define System Requirements 2.2. Scope of Work for Data Centre Design and Planning 2.2.1. Conceptual design options The Consultant shall provide at a minimum two (2) Conceptual Design Options with a report of the associated Pros and Cons of each design. This deliverable will include diagrams, narratives, and recommendations depicting a conceptual, logical, and physical IT design for a Tier 4 Data Center. The design should balance security, system administration, budget, high availability, maximized revenue, and redundancy, taking into account the current environment, ICS CRVS requirements, and the industry's current best practices. 2.2.2. Detailed Design Plan ICS will choose or modify the Conceptual Design Option to be further designed into a Detailed Design Plan. The Detailed Design Plan will include: Modelling & Simulation Electrical/Power Quality Design Mechanical/Cooling Design Architectural & Civil Design Data Center White Space Design Network & Connectivity Design Security & Access Control Design Fire Protection Design NOC & DC Management Design Bid closing date: Within 20 working days from the first date of this announcement, Bid opening date: No Specific Opening Date and Time Region: Addis Ababa
