  • Tenders are invited for Consultant to Draft a National Roadmap for Data Collection on Forced Labour and Human Trafficking in Ethiopia The current Terms of Reference (ToRs) are for a national consultant to draft a roadmap whose objective is to improve the collection and use of data on forced labour and human trafficking in Ethiopia. In essence, the roadmap needs to lay out how key stakeholders in Ethiopia will 1) collect on a regular, efficient and sustainable basis quality data on forced labour and human trafficking. 2) make adequate use of the collected data to inform policy and programs that aim to prevent and eliminate forced labour and human trafficking. with the above-mentioned objectives in mind, the consultant needs to conduct a revision of Ethiopia's legal, policy and institutional framework with regards to the collection and use of data. This includes the identification of gaps and the elaboration of procedures, formats and content parameters for the provision and sharing of data between stakeholders that collect and use data. The consultant will also conduct a needs assessment to identify the key gaps of stakeholders who are involved in the collection and use of data. These gaps can pertain to knowledge of forced labour and human trafficking, capacity to collect and use data, and available resources to collect data. Based upon the needs assessment, the roadmap will include a (multi-year) plan that lays out how the capacity of key stakeholders on the collection and use of data on forced labour and human trafficking will be strengthened, as well as provide guidance on the most effective and sustainable way to collect data on forced labour and human trafficking. The roadmap will present a list of data collection options against a timeline (short-, medium- and long-term). Possible, but not exhaustive, options that need to be discussed by the consultant with stakeholders are the integration of a forced labour and human trafficking module in regular conducted national statistical surveys like the Labour Force survey, a stand-alone statistical forced labour and/or human trafficking survey at either sectoral or global level, and the collection and use of administrative data related to forced labour and human trafficking. For every provided option, the consultant needs to look at the feasibility in terms of available skills, capacity (human and operational) and financial resources. With regards to the collection and use of administrative data, it is important that the consultant maps how the data is collected (e.g.. standardized or not) and reported to the central level, if there is a central database, and if so managed by who and possible challenges or gaps.
