- Tenders are invited for Design a Communications Platform that will Respond to Immediate Needs for the Emergency Programs that Enhance Learning and Maintain Capacity Strengthening Geneva Global would like to procure a service that enables it to design a communications platform that will respond to immediate needs for an emergency program that enhance learning and maintain capacity strengthening. In particular, we are looking to interact with three core audiences, (1) learners and parents, (2) facilitators, and (3) trainers, coordinators, headteachers, district officials, and others. Geneva Global seeks to roll this out for its ECW Program. Create and refine 120 SMS Messages with provided specific details and translate 120 SMS Messages into Afan Oromo. The consultant should have capabilities to send SMS to all GSM and CDMA handsets and on all telecom operators available in Ethiopia without any exception. The consultant shall be responsible for delivery of real time SMS alerts on 24x7x365 basis as per the requirement of GGE as mentioned below; The system is with the capacity to send messages to different constituencies or stakeholders, conduct surveys and compile, disaggregate, and analyze responses provide automated responses on specific questions , Receive messages, as an open forum, and react as appropriate, SMS services is to be provided for the period of minimum 12 months from the date of awarding purchase order or offer letter to successful consultant. GGE can also increase or decrease the scope of services during the period of contract with a notice of 30 days. The solution offered should integrate with all applications related to the project, including test setup without any restriction on number of source. IP address / no. of host. Also, Vendor should have test server / Simulator to test any upgrade, migration, and integration scenario. The solution provider should ensure that the all-data communication happens through secured channel. The consultant should have direct arrangements with multiple telecom service providers for delivery of outgoing/incoming SMS Alerts for PUSH and PULL service to/from national mobile subscribers. The consultant should ensure that duplicate/multiple SMS are not delivered to the recipients. The solution offered should be a multilingual messaging solution supporting English, Amharic, Afan Oromo, Sidamigna, Tigregna, Somali, and Açfar Languages. The consultant's solution should offer configurable mechanism in terms of number of retries and time duration for each retry for messages that cannot be delivered immediately.
