Bid closing date: Jan 11, 2023 10:00 AM Bid opening date: Jan 11, 2023 10:30 AM Region: Oromia Bid document price: 500 ETB Bid bond: 100,000.00 ETB National Competitive Biddings (NCB) For Procurement of Consultancy Services (design, supervision, and contract administration) for Disaster Risk Management Commission sub-office branches and existing site warehouse maintenance and the upgrading bid document, BOQ, & Design should be prepared separately for each branch office or sub-office, Lot-1 (Adama, Kombolcha, DireDewa, and Shinile) and Lot-2 (Welayta, Shashemenye, Werata, and Mekelle). projects. Procurement Reference Number:-DRMC/NCB/Consultancy/001//2023 (for Lot-1 & Lot2) projects. The Commission hereinafter called "the Employer' has secured an adequate budget toward the cost of the project and intends to apply part of the budget toward payments under the contract for consulting firms CAE-1(CAE-Grade One) for their services on design, supervision, and contract administration projects mentioned above, in which consulting firms are required for projects of to be a consultant for sub-office branches and existing site warehouse maintenance and upgrading. The Employer intends to invite bidders' CAE-1(CAE-Grade One)-Consulting firms for their services (design, supervision, and contract administration for this of the project to submit sealed bids for providing the necessary services manpower, material, and equipment for consulting works of the above project. The project site is in different Ethiopian Regions and as we mentioned above, 1. Interested bidders shall submit the following evidence 1.1. Certificate of Registration for a consultancy from concerned authority with the relevant categories 1, renewed for 2014 EFY and other appropriate documentary evidence demonstrating the bidder's compliance, which shall include: i) Trading License renewed for 2014 EFY and ii) Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at the bid submission date; iii) VAT Registration Certificate; and iv) Registration as a Supplier in the list of the mandated public body, i.e, public procurement and property authority (PPPA). 2. Bidding will be conducted through National Competitive Bidding (NCB) and, Procedures as specified on BDS and is open to all eligible bidders as specified and defined in the Bidding Documents. The minimum requirements for the package are shown in bidding documents section 3 Evaluation Criteria. 3. Interested eligible applicants should have proven experience and best performance reputations in the delivery of Consultancy Services/design, supervision, and contract administration) on a design, projects similar to this project in size and complexity. Consulting firms having specific experience of design supervision and contract administration on design projects of warehouse building are preferred by the employer. Applicants may obtain further information from the Disaster Risk Management Commission, civil Engineering Directorate office, office hours 8:00 AM 3:30 PM (Monday to Friday) local time at near Dembel city Biteweded Baheru building 7th floor Addis Ababa, Ethiopia. 4. A complete set of National bid documents/tender documents prepared in English shall be purchased by interested applicants on the submission of a written application to the address of the employer upon payment of a non-refundable fee of Ethiopian Birr (ETB) 500.00 (five hundred birr) only starting from January 03/01/2023 The method of payment will be in cash through the Purchasing and Property Administration Directorate. Applicants shall also bring a letter of application with full electronic and physical addresses. The applicant shall send its document in hard copy in person to the employer's Address. One bidder or one company must participate in one Lot only. The Employer has no liability for loss or late delivery. The delivery procedure is usually physical. Bidders shall submit their Bids in two envelopes, the first envelope labeled as "Qualification Information and Bid Security" and the second envelope "Financial Bid", separately sealed and the two envelopes sealed in on another outer envelope delivered to the address below at on before January 11, 10:00 am opened the same date at 10:30 am in the presence of bidder's representative who wishes to attend late application shall be rejected. One Original and Two Copies of the bids have to be submitted. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of Bidder's representatives who choose to attend, at the address below. 6. The Employer will not be responsible for any costs or expenses incurred by applicants in connection with the preparation and delivery of Applications. 7. Disaster Risk Management Commission reserve the right to accept or reject part or all of all expression of the bid.
