- Expression of Interest are invited for IFC Pharma Sector Diagnostic and Scoping in Ethiopia. IFC intends to engage a Consultant to assist with the diagnostic and scoping of the pharmaceutical value chain in Ethiopia to identify the constraints and investment opportunities to unlock manufacturing capabilities. The relevant sub-sectors in the pharmaceutical value chain would include packaging, formulation, vaccines, biologics, fill & finish, API, laboratory reagents, veterinary medicine, medical devices, and logistics and distribution. Key objectives of the diagnosis and assessment are: - Identifying gaps in local manufacturing, product development, and operating capabilities and constraints, including assessment of the availability of raw materials and reliance on forex for importing ingredients. - Determining relevant products and services for investment and potential of import substitution/exports and exploring suitable regional markets for export opportunities. - Identifying the regulatory strengths and harmonization and any reciprocal arrangement to import/export with the neighboring countries. - Determining potential human resource constraints and ways to strengthen technical capabilities to enable technology transfer focused on research and development, manufacturing, and quality assurance. - Conducting a comparative analysis of key regulatory constraints and investment incentives focusing on special economic zones with other major hubs in Sub-Saharan Africa (SSA). - Assessing relevant business models to address operational constraints.
