  • Tenders are invited for Phone Based Financial Services - Impact Evaluation Endline Data Collection Women entrepreneurs operate a large and growing number of micro and small enterprises in developing countries. While such enterprises provide important livelihood opportunities for many; they face significant challenges; and their performance is often unsatisfactory. With the objective of exploring how to improve such firms- business practices and performance; the World Bank-s Africa Region Gender Innovation Lab (WB research team; henceforth) is conducting an impact evaluation of phone-based financial heuristics/rules of thumb training for women entrepreneurs in urban areas. The study will examine the impact of a financial heuristics training program on financial knowledge; financial behavior; business practices; and business performance. The WB research team is seeking to contract a survey firm that will carry out a face-to-face endline survey. The endline survey is expected to take approximately 1 hour. The firm will be responsible for: • Activity 1: Field procedure plan for data collection.• Activity 2: Translation; testing; and formatting of the electronic version of the questionnaire.• Activity 3: Preparation of enumerator training curriculum and materials; manuals and implementation of personnel training; field test. • Activity 4: Recruitment; contracting; and payment of experienced enumerators and supervisors; the composition of which should be approved by the research team.• Activity 5: Implementation of the fieldwork using tablets; including organization and provision of logistical support (transport; per-diem; etc.) to interviewers and supervisors while data are being collected; regular field reports and data consistency checks; cleaning; coding; and labeling of the final dataset. A detailed tracking report on attrition status; including the number of attempts to reach respondents and reasons for non-response rates; is also expected. This Request for Expressions of Interest is to solicit interest from a consultant (survey firm) to conduct the endline data collection activities for this project. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) expertise in field work required for large-scale economic surveys; (ii) experience in implementing enterprise and household surveys at the scale of this project; (iii) experience in running surveys involving female entrepreneurs (iv) skills in project management; (v) capacity in database design; data management; and statistics; (vi) capable of outlining mitigation and adaptation strategies in relation to field staff safety and security The expression of interest may include brochures; descriptions of similar assignments; experience in similar conditions; availability of appropriate skills among staff; etc.
