  • Expression of Interest are invited for Provision of Hiring Consultant for Assessment of AOSSS Operational Performance and Business Constraints ATI is looking for an interested firm that can provide service of the above-mentioned. Objectives of the assignment:- The main objective of this ToR is to hire a highly experienced quality service provider (consultant) to assess the operation of existing AOSSS in Amhara, Oromia, and SNNP regions and provide recommended solutions. Bid closing date: Dec 04, 2023 2:00 PM Bid opening date: No Specific Opening Date and Time Region: Addis Ababa Specific objectives of this TOR include: To gather key AOSSs business operation data (financial and physical) and deliver important information for decision-making and continuous support. To assess the service provision processes and profitability of AOSS businesses, and cost structures that are negatively impacting productivity. Analysis of overhead costs, the outputs of professional staffing and segregate business profitability by types of major inputs such as livestock input, agrochemicals, seeds, and services (segment profit) Deeply analyze factors such as geographical, center's location in the specific towns, and levels of support Assesses the impact of business development services provided by ATI's internal capacity-building interventions and captures real change through the business lifespan and beyond. Develop value creation procedures and recommended business development insights for further strengthening of promising AOSSs. Identify AOSSS whose performance is improving and why. List those getting worse and why by specifically detaining operational and behavioral challenges. Assesses the engagement of local stakeholders and its impact on operational sustainability. Assess the regional operational disparities by gaining insights into where profits are won and lost due to internal and external factors. Apply tools to understand customer valuation and recommendations to reverse the negative trends. Scope of work for the assignment The scope of works is as follows: Consultation with AOSSP staff to understand all the key activities and deliverables. Assess the current AOSS business environment: staffing capacity, scalability, diversification, and expansion capacity. Gap Analysis: The service provider is expected to assess the physical and financial performance of existing AOSSs. The assignment is to conduct a review, assessment, and produce an assessment report as follows: a) Research Activity Phases Discussion with AOSS team, develop and agree on sampling strategies and execution of the assignment. Developing research instruments and translating the survey instruments Mapping of AOSSs, field preparation, and communication structures Recruitment of enumerators and training field teams Finalizing detailed field plans and piloting them. Data collection, data auditing, data cleaning, and quality control procedures Data cleaning, analysis, and report Draft report and presentation Final Report presentation:- Executive summary: introduction and contexts of the assessment and project; research methodology, sampling, and assumptions; demographics profiles; overall findings, organized by thematic areas; conclusions and key insights. In detail, the consultant is expected to deliver the following major outputs: A detailed work plan, the assignment schedule, methods, and report mechanism Review and assessment report with recommendations for profitability improvements and sustainability factors. The consultant will conduct an assessment in four regions: Oromia, Amhara, Southwest Ethiopia, South Ethiopia, and Central Ethiopia regions. In addition, the service provider will observe the sales performance, customer management and engagement of local communities in the area it operates. A focus group discussion shall be part of the data gathering approach and discussions can be held with a group of SHFs, woreda, zonal and regional cooperative agencies, financial institutions partners, and stakeholders of AOSSS to understand local contexts and operational performance in line with business integration with the community. Presentation on developed draft assessment report and recommended solution at the validation workshop to enrich the findings.
