- The primary objective of the assignment is to review: (i) the existing PSNP institutional arrangements, roles and responsibilities, and accountability mechanisms as defined in the Program Implementation Manual to assess the clarity and functionality of these roles and mechanisms; (ii) based on the existing model, identify gaps in the role and responsibilities; (iii) undertake in-depth review of the program coordination and accountability mechanisms at various government structures - inter and intra Ministerial level, between federal and regions, and, between a region and woredas; kebele level program structures and (iv) review of the development partners- mode of engagement including donor working group and donor coordination mechanisms; and provide inputs to the next phase design of PSNP.
