Description:
General Procurement Notice for Support to the Creation of Enabling Legislative Framework and Implementation of the Framework and Adoption of Technical Specifications for the IDC-ID. 3. The project includes the following four components: ❖ Component A - Digital enablers: This Component will include: - • Development of a strategic framework for universal access to broadband infrastructure by 2030; • Development of a Master Plan on regional Data centers and Sovereign African Cloud; • Development of a Strategic Plan on African digital data value chains and market; • Development of an African Cybersecurity Strategy; • Development of a cross-border data flows mechanism; • Support to the creation of enabling legislative framework and implementation of the framework and adoption of technical specifications for the IDC-ID ❖ Component B - Digital trade and e-commerce adoption: This Component will include • Development of a support programme for MSMEs and Startups; and • Development of a support programme for the promotion of digital trade and ecommerce. ❖ Component C - Support actions: This Component will include; • Development of an African digital trust framework • Development of a support programme on digital skills and capabilities across the continent • Development of a continental framework on digital currencies; • Implementation of a support programme for the establishment of African networks and platforms on digital development; • Development of a knowledge product on the nexus between digital economy and climate change in Africa; • Gender mainstreaming actions climate change, the project will support the development of a knowledge product on the nexus of digital economy and climate change, highlighting the trends, opportunities, risks and mitigation measures. It also includes gender mainstreaming activities. ❖ Component D - Project management: This component will also finance certain specific activities such as: • acquisition of IT equipment; • project external audits; and • organization of workshops, seminars and meetings
