- OBJECTIVESThe overall objective of this assignment is to develop a technical analysis that will inform the World Bank-s engagement with the Government of Ethiopia (GoE) in the development of its third Nationally Determined Contributions update process (NDC 3.0). World Resources Institute (WRI) and Sustainable Solution Development Network will conduct the enhancement of NDC 3 (NDC 3 update) and the NDC stock taking activities. The main task here is to develop an investment plan and Implementation plan/roadmap for the NDC 3. The specific objectives of the assignment are:1. Develop an Investment Plan for NDC 3.0 - This assignment involves conducting a financial analysis and creating a comprehensive investment strategy to facilitate the implementation of NDC 3. This process includes costing the interventions that will be featured in NDC 3 and determining the total budget requirements, specifying both conditional and unconditional contribution amounts. The development of the investment plan requires an assessment of Ethiopia's financial system and flows of finance to evaluate the country's financial capacity and categorize total investment requirements into public, private, domestic, and foreign segments. Green investments will be aligned with their respective sources of finance throughout the NDC's time horizon. A balance sheet analysis of all economic agents, previously used to develop LT-LEDS, will be conducted using stock-flow-consistent modeling. Furthermore, an institutional capacity gap analysis will identify the needs of institutions for effective resource mobilization, while a finance barrier analysis will determine measures and financing mechanisms to address challenges.
